Marked Tiffany Co. Also has G.H. Depose 373.1 France about 10 inches tall and 8 inches wide. Heavy weighs 5.3 pounds. I think its solid brass.

It is in a sealed 9 3/4 and 13 1/2 frame. It has a stamp/seal on it that is not quite legible. I believe it has some relation to the Vatican or consul.
