I'm not sure what this is. Can anyone help my identify this thing?? It was found in a small town in Alberta and I think it has something to do with the oil and gas industry.

Found in 2004 in grandparents home of 70 years. May be related to shoe industry? Crank on one side opens vice. About the size of a small coffee table.
