Description: Hello

I found this object while cleaning out a cupboard in a house I recently bought and moved into. I have no idea what it is. Only marking I could find is quadruple pla 227. I guess it's silver plated but still have guess as to who and when it was made. It is roughly 15 inches tall. The round portion is about 5 inches round. It can be taken apart by unscrewing the circular portion. I live in Canada and that is where this was found.
