Brass candle lit steamer?

Description: I am interested in finding out what this item is. I was told it was for Beekeeping however I cannot find any information on that and cannot think of how it might be used on a hive (treatment?). It is a manufactured piece, not handmade and no identity markers. The long rod on the top screws off and there is also another cap on top to add a fluid, I assume. It seems like a steamer of sorts. The end of the long rod has a small metal hook, which i cannot figure out the purpose but I am sure it has one! Interested in knowing what this item is used for. Thank you!
