The seller said he got it from a movie set he was working on. He said you put a bottle in upside down and lit a candle in the holder on the bottom to warm liquor. A cognac glass fits in it. The crank adjusts the angle of whatever is in the holder, but it seems a bit elaborate for that kind of function. Thanks for your help identifying whatever it is this is.
