Brass hand tool that cuts

Description: The item splits into three pieces but joined by a screw.....the two brass pieces slide back together and lock at the Base of the handle then it would seem you slide the metal cutting circle back in between them too it appears you sever what ever is imbetween the two brass plates in the holes....the holes are shaped...I wondered if it was lead that was poured in.
The piece with the largest holes is marked 5 and the smallest with a 3...apart from that no other markings.
It is a british piece found in a box of collectables such as toffee hammers etc 2 yrs ago in the county of Norfolk.
