Description: The center ring of the three rings is spring loaded and when pulled it will release/open the top clasp. Each cast iron part has a casting number. The main body is #106. The top plate is #112. The center pull ring is probably #198. It looks like it was used for clamping onto a cable, rope or rod with perhaps a rope threaded through the two outer rings.
