I bought years ago at a thrift store. I thought I would be able to find out what it was, but I have not been able to find anything like it. It is tole painted, so obviously it was decorative and not a real decoy. The bottom is open like it use to sit on a wooden stand or something. It's really cool, I just don't know what it is exactly.
